What evidence shows that markets, services and communities are benefiting?

Begin with the decision to be made, then identify the smallest useful evidence set.

Measurement is useful when it helps a team decide whether to improve, invest, scale or stop.

Combine customer decisions, service reliability, business opportunity and distribution of benefits. Do not treat activity counts as outcomes.

State the baseline, collection method, limitations and decision threshold before making a public claim.

Three steps from a question to testable work

Start with the decision

Write the decision, its owner and the date it must be made. A useful indicator reduces uncertainty about that decision rather than adding a number because it is easy to count.

Separate output and outcome

Attendance, training sessions and published materials are outputs. Customer confidence, service reliability, paid work and distribution of value require separate outcome evidence and time frames.

Publish the method boundary

State the baseline, population, collection method, consent approach, missing data and limitations. Report what the evidence can and cannot support before making a public claim.

The references offer inclusion and tourism-project measurement structures. Indicator selection still depends on the decision, local context, consent and available data.
